checks and balances

there is a collaboration within the Legislative to limit the power of the executive by putting a seal on troop numbers, money, and logistics. that's all jazzy, and checks and balances implies just that. however, the constitution gives dominion of the military to the Executive, and now the Legislative is trying to place controls on that power. i think that the Legislative should be very careful in the wording of any resolution, and keep it non-binding. basically, no one but the President has the control of the military, and only the Congress can put up the money to keep the military up. No Congress has ever taken away money to keep the President from make military decisions, it's borderline infringement. we'll see!!!! It's good to be back. There's so much more to talk about, like that editor from NBC who says that those who wear the uniform are indulged, naive, and merceneries. apparentley we get paid a big salary too, someone please help me to find where my portion is.
